KCCA Orders Halt on Illegal Construction over Drainage Channel

Kampala Capital City Authority (KCCA) has ordered Ham Enterprises (U) Ltd to immediately stop illegal construction on the Jugula Drainage Channel, citing violations of urban planning laws. The directive, issued on November 11, 2024, also required the company to restore the drainage channel within seven days. However, construction has continued despite the lack of necessary permits.

The ongoing construction, which obstructs the Jugula Channel feeding into the Nakivubo Drainage Channel, has caused severe flooding at St. Balikuddembe Market (Owino). The flooding has disrupted vendors and led to financial losses.

The developer claimed to have approved building plans from 2017. However, KCCA clarified that the plans had expired and noted that Section 38 of the Building Control Act, 2013, prohibits construction on drainage channels.

“Owino Market is a cornerstone of Kampala’s economic activity, supporting thousands of traders and alleviating poverty,” KCCA stated, reaffirming its commitment to enforce planning laws and promote sustainable urban development.

The authority emphasized the need to safeguard public safety and prevent similar disruptions.
