The police have arrested and charged four officers with discreditable conduct after they filmed a couple making love in a car and shared the video on social media.
The incident occurred on September 7, 2019 in Kakira along the Jinja Highway. Police Spokesperson Fred Enanga, who identifies the suspects as Mathew Magala, Musa Ssemakula, Yonasan Ndyanabo, and Joel Mayenge attached to the Integrated Highway Patrol Kakira, says their case is being handled by the Police Professional Standards Unit (PSU)
The Police Spokesperson says the officers were supposed to arrest the love birds for being public nuisance and use the recordings as evidence to prosecute them, other than sharing it on social media. “It is a serious matter when you get suspects then place them in a vulnerable position and take advantage of their situation. The behavior of the officers was unethical and immoral. As an organization, we expect the highest level of integrity and moral strength from everyone in the integrated highway patrol and the force at large,” Enanga emphasized.
“We would like to reiterate that there is no place in our institution for individuals who choose to manipulate the law, force discipline and policy for their selfish interests. We call upon all officers to desist from such behavior and continue using recordings of crime incidents strictly for evidentiary purposes,” he added.
In the video, the officers are heard coercing the couple that had hurriedly dressed up to undress as they filmed them. The officers also interrogated the woman who said she was in her 40s and mother of four while the man claimed he was 20 years old. The officers castigated him for falling in love with an old woman.
