A joint security team is investigating circumstances under which two Rwanda-bound aircraft have been overflying Ugandan airspace without registering some mandatory information fields.
The two aircraft whose point of origin is Qatar are said to have been entering Ugandan airspace at Coordinated Universal Time (UTC). The most recent flights took place on September 8th at 1153 (1453hrs local time) and UTC 1155 (1455hrs local time and overflew the Uganda airspace at UTC 1243 (1543hrs) and UTC 1245 (1545hrs) respectively.
On the said date, the aircraft departed Al Udeid airbase in Qatar and landed at Kigali international airport in Rwanda.
A highly placed security source that preferred anonymity so as to speak freely said that the flights are regular and frequent (almost every week) having been cleared by the Uganda Civil Aviation Authority in a blanket clearance issued on 04 Jan 2021 which will expire on 04 Jan 2022.

While blanket clearances for military or State aircraft are normal and routine, the source noted that the overflying aircraft is supposed to register some mandatory information fields which is not the case.
"All the information on the clearance should be properly filled but CAA leaves them unfilled, this is an anomaly (and) a proper board of inquiry is needed to establish the motive behind this anomaly," the source said.
