The joint team of the Police and State House Anti-Corruption Unit have arrested ASP Joseph Kamukama, the Officer In-charge of Wakiso Police Station for obstruction.

The officer reportedly drew his gun at the State House Anti-Corruption Unit officials in his bid to block the investigation of one of the suspects, Ceasar Ekwang. Ekwang was being investigated over the murder of Vincent Serungi, a resident of Kibimbiri village Wakiso district and mismanagement of the case.

“When the team (State House Anti-Corruption Unit) asked to be given the suspect, ASP Kamukama allegedly refused insisting that he is the Alpha and Omega of the station. He allegedly pulled out his pistol and threatened to shoot the officers. The team used their skills to arrest him,” Onyango explained.

The joint police and State House Anti-Corruption Unit investigators were in Wakiso to investigate the alleged murder and purported mismanagement of the case by the Wakiso police officers. This followed complaints by residents.

Others arrested in connection to the case are; the OC Kibimbiri Police Post ASP Patrick Mugume and Police Constables; Isaac Kabosi and Stephen Wafula all of Kibimbiri Police Post. They are held together with civilian informants; George Lubwoma Robert and Tonny Kayenike.

Kampala Metropolitan Police Spokesperson, Patrick Onyango says the police officers with the help of civilians, on March 31, 2020 shot dead Vincent Serungi, a resident of Kisimbiri Village, Wakiso Town council.

“Vincent Serungi had a scuffle with Police constable Isaac Kabosi. Serungi was accusing the police officer of using his motorcycle without paying for it and a fight ensued,” Onyango explained.

He added that the police officer with the help of civilians, subdued Serungi and pulled him to the ground. Another officer; Constable Stephen Wafula joined the scuffle and shot Serungi dead in an attempt to rescue his colleague.
