Gen Kainerugaba in Kigali Ahead of Second Round of Meetings With President Kagame

Uganda’s Senior Presidential Advisor for Special Operations Lt. Gen. Muhoozi Kainerugaba has arrived in Kigali where he is set to hold a series of discussions with Rwandan President Paul Kagame.

Last month, Gen Kainerugaba who is also the UPDF Commander of Land Forces said he would return to Kigali “to solve all outstanding issues between Rwanda and Uganda”.

Gen Kainerugaba's second visit to Kigali follows Rwanda’s opening of the Katuna border that had been closed in February 2019. Both Uganda and Rwandan citizens could be seen jubilating as they freely crossed the border to visit their loved ones while others sought to do business.

Following The border had been opened to cargo trucks but later, passengers vehicles were allowed to cross too. This followed Gen Kainerugaba's first visit to Kigali.

“After a long discussion with my uncle, President Kagame, this morning we have agreed that I will return to Kigali in the coming days to sort out all outstanding issues between Uganda and Rwanda,” Gen Kainerugaba tweeted.

Kampala accuses Rwanda of illegal abduction of refugees and espionage while Kigali has accused Kampala of mistreating Rwandans and supporting groups working against Rwanda.

Last month, Gen Kainerugaba warned Rwandan dissidents “not to dare come” to Uganda, saying that RNC operations, a Rwandan opposition party, have driven Rwanda and Uganda into a ‘stupid’ war.

Following his January visit to Kigali, Gen Kainerugaba has made several statements through his twitter account regarding he Uganda/Rwanda relations, emphasising the unbreakable historic ties and friendship.

I have been alive long enough to know that Uganda and Rwanda are one country! In exile in the 1980s me and my family were also called 'Rwandans'. Only enemies would fight our unity. Let us resolve these small problems quickly and move forward together as always!

We shall no longer tolerate 'Spoilers'! Those who fight our historical relationship with Rwanda. If you claim to love Uganda why fight her interests? Why fight the interests of her people? This sabotage of our country will end!

This conflict between our brotherly countries has been the biggest waste of time ever. I thank God our two great leaders were able to see beyond all the unnecessary conflict and solve the problem. The people of Uganda and Rwanda are one!
