UPDF Engineering Brigade Takes Over Construction of all Health Facilities

The Accounting Officers in the Local Governments have been asked to hand over all health facility sites for construction works to the UPDF Engineering Brigade.

In her letter dated September 29th, 2021, the Permanent Secretary, Ministry of Health, Dr Diana Atwine has informed the CAOs and Town Clerks in the District Local Governments, Municipals and Town Councils that all construction of health facilities across the country will be handled by UPDF Engineering Brigade represented by the National Enterprise Corporation (NEC) with effect from this 2021/22 Financial Year.

“Reference is made to the directive of President Yoweri Museveni concerning the UPDF engineering brigade. A letter dated July 1, 2021, was written to the Minister of Health and Minister of Education and Sports directing that all health facilities and schools be constructed by the UPDF Engineering Brigade,” Atwine said.

According to Dr. Atwine, whereas construction works will be done by the UPDF Engineering Brigade, the Accounting Officers will still be responsible for the direct works supervision and contract management. NEC is an independent self-accounting arm of the Ministry of Defence and Veteran’s Affairs that handles engineering works in unison with the UPDF.

NEC has executed several state of the art construction works in the country including the construction of the Buhinga stadium in Fort Portal city, NALI Infrastructure, new SFC Headquarters, Masks and Oxygen production industries in Luweero among others.

It should be noted that in July this year, President Yoweri Museveni directed the UPDF Engineering Brigade to take over the construction of all government projects including schools and health facilities in the country effective FY 2021/22. Museveni’s decision was informed by the timely and quality construction projects executed by the UPDF Construction Brigade as opposed by the sluggishness, shoddy works and untimely completion of projects in the hands of the private contractors.
