COSASE Leadership Will Hand Over After Bank of Uganda Probe- Kadaga Insists

Speaker of Parliament Rebecca Kadaga has emphatically insisted that the leadership of the parliamentary committee on Commissions, Statutory Authorities and State Enterprises (COSASE) will only hand over office after the ongoing Bank of Uganda (BoU) probe.
While addressing a press conference at Parliament on Thursday, Kadaga said that she will not be bulldozed by pressure from political parties which are intended to stifle the work of parliament. She insisted that COSASE leadership will get an extension of up to end of February 2019 to allow the committee wind up with the BoU probe on closure of 7 defunct Banks.
The tenure of the current COSASE leadership headed by Abdu Katuntu (Bugweri) and Anita Among (Bukedea District) is set to expire on January 13 and the leadership is expected to hand over to their new successors; Mubarak Munyagwa (Kawempe South) and Moses Kasibante (Rubaga North).
“My request is not to say we shall not have changes but I am only requesting that this committee is allowed to make their report and present to Parliament. In the event that they are not done by end of their term on January 13, we are requesting that the committee is given up to end of February and after that the changes will come. I am the Speaker of the House and my proposal is good for the institution and the work we are doing is for the people of Uganda,” Kadaga said.
This comes after opposition rejected need for this extension urging that the new COSASE leadership must take over office as soon as the tenure of the old leadership expires.
“I have since then looked at the Rules (157) and the rules don’t allow that sort of extension. Neither Leader of Opposition nor Speaker or Parliament is allowed to extend the tenure once it has come to an end… Katuntu has done very commendable work. Having known him for such a long time, he is a fantastic person but unfortunately the rules don’t allow that sort of extension,” Ssemujju said.
