Presidential Directive: IGP Instructs Officers on Immediate Release of Idle and Disorderly Suspects

President Yoweri Museveni has directed that no person should be arrested on charges of being idle and disorderly anymore. The Head of State also ordered that all those held on such charges be released and prosecution discontinued.

“I hereby instruct all police officers to fully comply with HE. the President’s directive on the above subject matter,” ordered IGP Martin Okoth Ochola in response to the presidential directive. The IGP's message is addressed to all Police Directors, Regional Police Commanders and District Police Commanders.

According to the IGP, the President also directed that all those arrested by KCCA law enforcement personnel in Kampala and are detained over failure to pay Shs1 Million fine be immediately released and cautioned never to sell merchandise on road pavements again.

“By copy hereof, the Executive Director Kampala Capital City Authority (KCCA) is also asked to comply with the directive of HE. the President of the Republic of Uganda,” Ochola said in the October 1 letter, copied to Internal Affairs Minister and the KCCA Executive Director among others.
