KITGUM. Residents of Kitgum have petitioned district authorities over the rampant absenteeism of civil servants.
Abseteessim is common in the sub counties of Namukora, Omiya-Anyima, Layamo, Orom, Amida, Mucwini, Kitgum-Matidi, Akwang and Lagoro. The residents are accusing teachers, health workers and sub county chiefs for absconding from duty, which has affected service delivery.
The residents also fault the sub county officials for failing to supervise the health centers and ensure that they remain open to the public.
Lawrence Ogwang, a resident in Amida Sub County says that health workers desert their places of work during the weekends forcing residents to seek health services from the neighbouring sub counties.
Ogwang says that the district authorities should take punitive action against the civil servants.
Alfred Okello, a resident in Lagoro sub county says it is increasingly becoming difficult to access a district civil servant on Mondays and Fridays due to regularly staying away from work.
He wants the civil servants paid according to working days and hours they have worked.
Jackson Omona, the LC5 Kitgum District Chairperson, says that he is aware of the problem and investigations have commenced. He explains that a committee has been set up to investigate the complaints from the residents.
He adds that the committee will present their findings and disciplinary action taken against the culprits.
