ACP Kibwika New PSU Boss in Latest Police Transfers

The Inspector General of Police J.M Okoth Ochola has appointed Commissioner of Police Moses Binoga as Administrator Oil and Gas Division in latest transfers and appointments.
CP Binoga has been moved from the Directorate of Counter Terrorism. In other transfers ACP Sarah Kibwika is now Commandant Police Professional Standards Unit (PSU), formerly the Assistant Commandant PSU, Kibwika replaces her boss, ACP William Okalany, who is been transferred back to the Directorate of Human Rights and Legal Services.
ACP Kibwika has formerly served in the Directorate of Traffic & Road safety and she brings to PSU a lot of experience including leadership skills and a clean service record. The transfers and appointments take immediate effect, according to a statement issued by Deputy Police Spokesperson Polly Namaye on Wednesday.
The transfers come just a day after President Yoweri Museveni queried commanders of the various security forces over the recent operational mishaps. The Commander-in-chief was commenting on the recent manhandling of civillians by members of the security forces and the attack on the updf soldier by a civilian, while enforcing the night curfew in Amuru district. The soldier, Pte Alex Nuwanyinelost the eye during the attack and has since been in hospital.
Museveni, who singled out IGP Ochola during his national address on Covid19, directed that commanders must well brief their teams in the field to avoid such operational mistakes.
The other affected officers include; ACP Dinah Kyasimire Bugondo who has been appointed Head of Legal and Advisory Services in the Directorate of Human Resource and Legal Services. ACP Kyasimire is fresh from Nairobi where she has been with the East African Standby Force (EASF).
SSP Hosea Manyindo from Human Resources Directorate, who has been sent to Interpol-EAPCCO desk. "The deployments are healthy and normal for institutional transition,” Namaye said.
