IGG Petitioned to Probe URSB Boss Bemanya Over Corruption

In a letter dated July, 5, 2019 that was received by IGG on July 12, the whistleblower wants Mulyagonja to investigate URSB registrar general, Bemanya Twebaze over allegations of lack of accountability on funds from sale of assets of liquidated companies.

A whistleblower has petitioned the Inspector General of Government (IGG) Irene Mulyagonja to probe Uganda Registration Service Bureau (URSB) over allegations of corruption.

In a letter dated July 5, 2019, that was received by IGG on July 12, the whistleblower wants Mulyagonja to investigate URSB registrar general, Bemanya Twebaze over allegations of lack of accountability on funds from the sale of assets of liquidated companies.

The whistleblower alleges that money from the sale of assets of liquidated companies is banked in private accounts with unchecked withdrawals.

“Money from the sale of assets of liquidated companies is on accounts where Mr. Bemanya is the only signatory. Madam IGG, I appeal that you take interest and look at 3 accounts; Companies Contingency Fund Account 9030012940881 in Stanbic Bank Metro Branch, Companies in Liquidation Account 0102012060800 in Standard Chartered Bank Speke Road and Companies in Liquidation Account 8702012060800 in Standard Chartered Bank Speke Road,” the whistleblower identified as Jackson Patrick Odong says.

He further alleges that “on some of the Accounts above, big amounts of money have been withdrawn without a trace and large amounts of money also were fixed and interest earned cannot be traced.”

“Madam IGG, I pray for you and ask that you urgently look into these urgent matters to save URSB institution and public money,” he says.

The whistleblower also wants a probe on the circumstances under which Bemanya’s contract was recently renewed by Justice Minister Gen Kahinda Otafiire yet he still has a running contract of 9months.

“This is highly irregular and corrupt. Madama IGG, the due process including review of his [Bemanya] performance was never done. The claim that the Board of Directors of URSB sat to review the performance of Mr. Twebaze is false,” he alleges.

Provia Nangobi, URSB Spokesperson declined to comment on circumstances under which Bemanya’s contract was renewed, referring our reporter to the chairperson Board of Directors who makes such recommendations to the Minister. She also declined to comment on the alleged money in private accounts from the sale of assets of liquidated companies.

The whistleblower’s report comes to the public a day after President Yoweri Museveni ordered State minister for Privatization, Evelyn Anite to institute an audit in the activities of embattled Uganda Telecom Limited (UTL), where Bemanya is the administrator.

“I have heard of some allegations. The audit should clear them or confirm them,” Museveni says in his letter.
