Makerere University has officially launched its Open, Distance, and E‑Learning (ODeL) Strategic Plan, marking a significant shift towards more accessible and inclusive education. The university also laid the foundation stone for a new ODeL facility at the College of Engineering, Design, Art, and Technology (CEDAT). The event, held at the Fairway Boutique Hotel, was attended by dignitaries, university leaders, and international partners, including the Korea International Cooperation Agency (KOICA).
Ms. Jihee Ahn, KOICA’s Country Director, commended the partnership between Korean supporters and Makerere, calling the project a result of collective effort. She quoted an African proverb, saying, “A single stick cannot make fire,” emphasising that shared purpose is key to success. She added that the initiative’s launch represents the first step in positioning Makerere as a leader in open and distance education across Africa.
Dr. Silas Ngabirano, representing the University Council Chairperson, Dr. Lorna Magara, described the project as a turning point in bridging traditional teaching with modern learning. He highlighted that the initiative is not only about technology but about enhancing capacity for students, staff, and faculty, making education more accessible and fostering innovation. He urged the university community to embrace the opportunities offered by distance learning.
Vice Chancellor Prof. Barnabas Nawangwe, represented by Prof. Sarah Ssali, stated that e‑learning is central to Makerere’s Strategic Plan (2026–2030). The initiative aligns with Uganda’s National Development Plan IV, which prioritises digital transformation. He also expressed gratitude to KOICA for the US$12.2 million grant, recognising it as a testament to Makerere’s academic excellence.
Prof. Henry Alinaitwe, Principal Investigator of the project, outlined the core components of the initiative, which include developing the ODeL Masterplan, enhancing e‑learning infrastructure, and building capacity for high‑quality digital content. The construction, valued at USD 3.7 million, is set to be completed by September 2027.
Prof. Alinaitwe also commended the university’s leadership for supporting the project and acknowledged the hard work of the implementation team. He expressed appreciation for the contributions of KOICA and other partners, including the Korea National Open University (KNOU) and the Korea Institute of Development Strategy (KDS), for their invaluable support in making the project a success.

Female candidates performed better than their male counterparts in several subjects in the 2025 Uganda Advanced Certificate of Education (UACE) examinations, according to the Uganda National Examinations Board (UNEB).
