2026-2031 Cabinet Watchlist: Philip Rukikaire Poised to be Appointed Foreign Affairs Minister

As the 2026 general elections approach, speculation about President Yoweri Museveni's new cabinet is gaining momentum. 

Unlike in the past, where the president largely retained his old cabinet ministers, this time around, several younger ministers are expected to take up key positions. 

One potential newcomer is Ambassador Philip Rukikaire, who boasts extensive experience in international affairs and diplomatic relations.

The Kampala Post has learned from highly placed sources that Rukikaire's appointment as Foreign Affairs Minister is imminent. 

This development comes as Gen Muhoozi Kainerugaba, the Chief of Defense Forces and Senior Presidential Advisor on Special Operations, announced that he will continue serving in the military and therefore not participate in the 2026 elections. Despite this, Gen Kainerugaba is expected to wield significant influence over the cabinet appointments.
