DPP Clears Soroti University Secretary of Corruption Charges

The Director of Public Prosecutions (DPP), Mike Chibita has withdrawn charges of corruption against Ruth Achimo, the Secretary of Soroti University.
In a letter dated November 15, 2019, addressed to the Chief Magistrate of the Anti-Corruption Court, Chibita says “the Director of Public Prosecutions has decided to discontinue proceedings against Ruth Achimo Etibot and Obeele Edward.”
Achimo and Obeele, the former University Bursar were in April this year arrested by the State House Anti-Corruption Unit, led by Lt Col Edith Nakalema and were subsequently charged with five counts of diversion of public resources.
It is alleged that Achimo and Obeele, diverted sh1.6 billion meant for capital development, to the payment of employee allowances, rent, retainer fees, inland travel disbursement and legal fees.
In October, the State House Anti-Corruption Unit camped in Teso sub-region on a fact-finding mission about the alleged misuse of public funds which brought Prof. Robert Ikoja Odongo, the University Vice-Chancellor, Lawrence Okema Deputy Vice-Chancellor, James Odongo Internal Auditor and Hudson Areeba Procurement officer among others under spotlight.
Others are Samuel Omoding, the acting University Secretary, Justus Birimumaiso, Head of ICT, and Charles Okello assistant bursar.
