The Lubaga North Councilor, Abubakar Kawalya has won the hotly contested polls for the election of the pioneer Speaker of Kampala Capital City Authority-KCCA. 

He was declared elected by the Buganda Road Chief Magistrate, Miriam Ayo Okello who presided over the polls.

Kawalya got 17 votes beating his rival and Makerere University Councilor, Doreen Nyanjura who garnered only 14 votes. 

Kawalya, who belongs to the opposition Forum for Democratic Change-FDC party contested as an Independent while Nyanjura, who belongs to the same party ran on the party flag and had the support of the Lord Mayor Erias Lukwago.

The Kawempe Division Councilor, Muhammad Segirinya who was sponsored by People Power pressure group managed only one vote, probably his own.  

According to Ayo, all the 32 votes cast by the councilors were valid. She congratulated Kawalya upon his election. 

The positions of Speaker and Deputy Speaker at KCCA and respective city divisions were introduced by the KCCA amendment Act 2019.

Initially, the Speaker role was being held by the Lord Mayor.
