Museveni Rallies Uganda: Learn to Respect Crime Scenes

President Yoweri Museveni called on Ugandans to always avoid interfering with crime scenes as this frustrates investigations.

President Museveni cited the recent attack that aimed at former Works and Transport Minister Gen. Katumba Wamala, which left him injured, and his driver and daughter dead.

He said most people rushed to the scene of the crime and altered the environment, affecting some trails that detectives could have picked on.

“According to police, one of the criminals dropped a cloth during the escape and somebody picked it before the police arrived,” he cited an example. “Please respect the scene of the crime and if you still have that item bring it back, it can help in tracing the criminals.”

He, however, noted that he had learnt from the Deputy IGP Maj. Gen. Paul Lokech that police has information on the gun that was used in the shooting.

“The good thing is that at least a good number of guns in Uganda have been fingerprinted. Deputy IGP says that they already know the fingerprints on the gun used in the attack on Gen Katumba,” he revealed.

“I know this attack was not an ordinary crime but a definite political motive.”

The government is ramping up efforts the strengthen the forensic capacity of the Police, the president said, adding that wrong elements always leave behind a lead in the scene of the crime that can be traced in the investigations.

“I, therefore, urge the wanainchi to always respect crime scenes and not tamper,” he said.

Meanwhile, he also tasked the incoming internal affairs minister Gen. David Muhoozi to revive the plan to track cars digitally as this will augment the CCTV system initiative.
