Roadmap for election of workers representatives to parliament released
The Ministry of Gender Labour and Social Development has released the program for election of Workers’ Representatives to Parliament.
Section 8G (1) of the Parliamentary Elections (Amendment) (No. 2) Act, 2015, provides for the election of five Workers’ Representatives to Parliament by an electoral college constituted by delegates drawn from registered Labour Unions and 10 delegates representing Non-Unionized workers in central, eastern, northern, and western regions.
"In order to get the ten(10) delegates nominated by non-unionised workers from each region as provided for under Section 8G(1) (V) of the Parliamentary Elections(Amendment) (No2) Act 2015, Section 8(G) 2 of the same Act requires the Minister responsible for workers to convene all willing non-unionised workers at every sub-county," Sarah Kanyike, the state minister for the Elderly and the Disabled, said in a Monday statement.
"This enables the Electoral Commission to organise and manage elections for nominations of ten (10) delegates from the sub-county to the district non-unionised conference. Each district non-unionized workers conference nominates 10 delegates to the Regional non-unionised workers conference. The regional conferences are responsible for the nomination of 10(ten) delegates from each region (Central, Eastern, Northern and Western) to the electoral college for the election of Workers’ representatives to Parliament."
According to Minister Kanyike, registration of all willing non-unionised workers at sub-county/town council and municipality levels will take place from November 25 to November 27.
After this, the ministry will convene conferences of all willing non-unionized workers at sub-county/town council and municipality level to enable the Electoral Commission to conduct elections of 10 non-unionised workers on December 4.
“I, therefore, call upon all of you to take note of the key provisions mentioned and urge all you and other persons who fall in the category of non-unionised workers to observe the timelines mentioned for their participation in this critical constitutional activity,” reads the minister’s statement.
To be eligible for registration, a non-unionised worker must: be a Ugandan aged 18 years and above, own a National Identity Card, be a registered voter with proof to that effect, be employed and his/her employment is verifiable by an employment contract.
The worker should also hold an employment Identity Card and shouldn’t be a member of a registered Labour Union.
The Electoral Commission will from Jan.17-18, 2021 hold a national conference for the election of workers representative to parliament.
