URA to Waive EFRIS Penalties

The Uganda Revenue Authority (URA) will waive penalties issued during the enforcement of the Electronic Fiscal Receipting and Invoicing System (EFRIS), Commissioner General John Musinguzi announced.

“We will waive penalties for traders using EFRIS for the first time who were unfamiliar with the system. They will be invited to our offices for training,” Musinguzi said while appearing on CBS FM.

Encouraging traders to continue using EFRIS, Musinguzi highlighted its availability on multiple platforms, including a mobile app for smartphones, an EFD machine costing Shs1.1 million, a computer app, and a system-to-system integration with URA's system.

He clarified that while EFRIS is mandatory for VAT-registered taxpayers, it is also beneficial for small businesses to use it when supplying goods to VAT-registered businesses.

“Anyone with a turnover above Shs150 million must register for VAT and use EFRIS, but those below can voluntarily use it,” he explained.

Musinguzi emphasized the benefits of EFRIS, such as enhanced transparency, accurate tax assessment, improved stock management, and easier refund determination.

Following trader protests over EFRIS implementation and penalties, President Museveni met with traders on May 7.

He directed the URA to waive the penalties and urged the authority to educate traders on the system.
