The Tooro Sub-region Coordinator and PLU Central Committee Member, Basaliza Henry Mutegeki, chaired a high-level stakeholder engagement at the Mountains of the Moon Hotel in Fort Portal to launch the “Manya Government Yawe” (Know Your Government) initiative. This landmark program is the first of its kind, marking a historic step toward structured civic engagement and grassroots empowerment.
In his keynote address, Basaliza explained that the initiative will prioritize sensitizing the public on wealth-creation programs such as the Parish Development Model (PDM), the Youth Livelihood Programme (YLP), Social Assistance Grants for Empowerment (SAGE), and the Uganda Women Entrepreneurship Programme (UWEP).
He noted that the campaign would also document the National Resistance Movement’s (NRM) achievements since 1986 while shaping the region’s development agenda for the next five years.

Basaliza also took the opportunity to congratulate H.E. President-elect Rtd. Gen. Yoweri Kaguta Museveni on his resounding victory, noting that Tooro’s collective efforts were reflected in the massive 98.6% turnout in Kamwenge District.
He used the occasion to express gratitude to Gen. Muhoozi Kainerugaba for his trust and appointment to the PLU Central Committee, pledging to work tirelessly to improve service delivery throughout the sub-region. He concluded by calling on citizens to respect leadership, support governance structures, and demand accountability to promote inclusive development.
Leaders from across the Tooro sub-region expressed overwhelming support for the program, which is designed to bridge the gap between the government and citizens by deepening the understanding of government structures, services, and regional cohesion.

During the session, the Speaker of Kabarole District, Timothy Ruhweza Bbala, hailed the initiative as a pioneering effort essential for sustainable development. Similarly, NRM cadre Wandela Micheal Enganjani emphasized the importance of using cultural leadership to decentralize "Baraza" engagements so that government policies are internalized at the grassroots level.
Further support came from Bunyangabu NRM Chairman Kato Hussein, who advocated for aligning these efforts with Tooro’s broader development goals, while Mwenge Central MP-elect Methesula Kasukali urged fellow leaders to embrace this new era of transparency.
Additionally, the Deputy RCC for Fort Portal Tourism City, Nesta Larry, highlighted the need for coherent communication channels between citizens and local authorities, and the RDC of Kyenjojo District, Juliana Ayesiga, encouraged citizens to actively participate in government programs to achieve meaningful socio-economic transformation.
