President Yoweri Kaguta Museveni has directed Chief Administrative Officers to improve transparency in district operations, as he outlined new government priorities at the ongoing NRM MPs’ retreat in Kyankwanzi.
Speaking on the sixth day of the retreat at the National Leadership Institute Kyankwanzi, Museveni said all government communications and resources sent to districts must be shared with Members of Parliament and LC5 chairpersons.
He emphasized that the move is aimed at strengthening coordination and accountability in the implementation of government programmes, including the Parish Development Model (PDM).
“All communication and resources sent to districts, including programmes such as PDM funds, must be shared with Members of Parliament and LCV Chairpersons for transparency and coordination,” he said.

The President also announced that government will roll out a nationwide fish farming programme targeting wetlands to boost household incomes.
He said the initiative will require machinery and organized state support, noting that current PDM funding is insufficient for large-scale fish production.
“Fish farming requires machinery and deliberate state support beyond the Shs 1 million under PDM,” he said.
Museveni further revealed plans to establish a military barracks in Bulambuli District to enhance security in the area.
He added that government land across the country will be put to productive use, including the planting of seedlings to support agricultural growth.
The directives form part of broader efforts to strengthen service delivery, promote economic transformation, and improve coordination between technical and political leaders at district level.
