19 State House Impersonators Arrested in the last Two Months

The State House Anti-Corruption Unit (SH-ACU) working with Uganda Police has so far arrested 19 State House impersonators in the last two months.

Addressing the media on Thursday, Lt Col Edith Nakalema, the Head of the State House Anti-Corruption Unit, expressed concerns of increasing cases of conmen impersonating as State House staff in ACU and urged the public to name and shame them.

“In the last two months, 19 conmen who have been impersonating as our staff have been arrested with the help of Police, some of these conmen have been convicted and sentenced while others are still before courts of law,” Lt Col. Nakalema said.

According to Nakalema, those conmen and others still at large have been duping and soliciting money from their victims under the guise of helping them erase or win cases before the Anti-Corruption Unit.

“Those conmen ask for money claiming that they can help victims to expedite cases under investigation or favour them. I would like to warn these conmen because at State House, we know each other and our staff are well identified,” she said.

“We strongly condemn these acts of impersonation and we inform the public to be alert. We shall continue to work with Police to wipe them from our institutions because we have zero tolerance to all kinds of corruption and in particular bribery and fraud. To those who continue to dupe the public, be warned the long arm of the law will catch up with you.”

Lt Col Nakalema urged the public to report any suspicious persons who approach them claiming to be employees of State House on telephone number (080020500) or SMS/WhatsApp on 0778202500.

Luke Owoyesigire, the Kampala Metropolitan Police Spokesperson, revealed that some of these conmen who have been arrested and arraigned before Court impersonate as State House employees, UPDF officers or lawyers of the Anti-Corruption Unit.

“Some of these conmen have been convicted and are currently serving their sentence in jail. Others will soon appear in court as we hunt down for those still at large. Those who have been convicted include; Robert Mpungu, an impersonator of State House officer who was arrested on December 18th, 2020 and is currently serving his one year sentence in Kitalya,” Owoyesigire said.

On February 25, 2021, a one Rodger Ainebyona, who was impersonating as PPS, State House was arrested, convicted and sentenced to 4years in jail. Others who are before court are; Ahmed Kawooya for impersonating as a mobiliser of the Office of the President, Capt Emmanuel Abaho for impersonating as State House staff in the Environmental department, Edson Muhindo, impersonating as State House lawyer, Luminsa Luyirika for forging documents with State House, Anti-Corruption Unit logo, Steven Buteera for impersonating as a Major working with State House and Wilberforce Turyakira for impersonating as State House staff in the Environmental department.

Lt Col Nakalema said that her Unit has registered tremendous progress in the fight against corruption in the country. She said that the Anti-Corruption Unit has processed over 70,000 complaints in the last 2years with a monetary recovery of up to Shs25bn. The Unit also caused investigation and tried 259 personalities and ensured interdiction of 187 public servants and convicted and sentenced 28.
