CEC will Determine Next Speaker of Parliament, Says Minister Ogwang

The National Resistance Movement Central Executive Committee (CEC) will determine the next Speaker of Parliament, State Minister for ICT and National Guidance, Peter Ogwang has said.

During an interview, Ogwang said that there is no need for unnecessary tension and commotion from candidates vying for the positions of Speaker and Deputy Speaker because the NRM caucus and CEC will determine the Party’s candidates for the two positions.

This comes following political fire emanating from the camps of the incumbent Rebecca Kadaga and her rival, Jacob Oulanyah. Kadaga insists that she deserves a record 3rd term as speaker while Oulanyah is reminding her of the unwritten agreement in 2016 where he stepped down to allow Kadaga serve what was agreed as her 2rd and last term.

Ogwang has advised the candidates to remain calm because time will come when the NRM caucus and CEC will sit to determine their choice of candidate.

“We need to respect Party organs. I served as a parliamentary commissioner for 4 years before my ministerial appointment and never did I ever campaign to be a commissioner. The NRM Party organs especially CEC is very powerful. This organ deploys all positions in the country right from the Office of Speaker, Deputy Speaker, benchmark commissioners, committee chairpersons and deputies, representatives to different parliaments etc. That is why I am advising the candidates to wait for the decision of the Party,” Ogwang said.

“You might campaign now then tomorrow the party takes a position which does not favour you, so will you go against the position of the Party? So I would like to ask my colleagues to respect the rules of the game, the party and the top organs of the Party because it is the one that delegates, nominates and seconds members to these respective positions.”

Ogwang said that the same way CEC seconded Kadaga and Oulanyah for Speaker and Deputy Speaker respectively in 2016, is the same way the Speakers of the 11th parliament will be determined, to create harmony and unity.

“Therefore, the contenders for the speakership position must accept to respect the party, we need to have some discipline and this applies to all members of the Party,” Ogwang said.

He also confirmed that indeed President Yoweri Museveni yesterday met the contenders for the positions of Speaker and Deputy Speaker, but could not delve into details because he was not party to the meeting.
