The Ministry of Finance, Planning and Economic Development has launched the second phase of the enhanced e-Government Procurement (e-GP 2.0) system across 100 public entities in a major step towards strengthening transparency, curbing corruption and improving efficiency in public procurement.
The rollout implements a commitment made by the Minister of Finance, Planning and Economic Development, Hon. Henry Musasizi, during the FY2026/27 National Budget speech to modernise public financial management through digital reforms.
The new system is designed to eliminate procurement leakages by digitising procurement processes, strengthening internal controls and enhancing accountability across government institutions.
To support the transition, the Office of the Accountant General convened a change management orientation for Accounting Officers from the participating public entities.
Speaking during the orientation, the Acting Accountant General, Godfrey Ssemugooma, said the reform is intended to ensure that public resources are managed efficiently and transparently.
"It is about improving efficiency, strengthening accountability, reducing opportunities for abuse, and ensuring that every shilling entrusted to us delivers maximum value to the people of Uganda," Ssemugooma said.
The current rollout follows the successful implementation of the pilot phase, which covered 36 government entities.
Ssemugooma urged Accounting Officers to provide strong leadership and drive the adoption of the digital procurement system within their institutions.
"Government expects every Accounting Officer to provide visible leadership," he said.
He also directed the Accounting Officers to nominate competent technical staff for hands-on training and ensure their institutions upgrade ICT infrastructure and internet connectivity to support the new system.
The Ministry of Finance confirmed that specialised training for officials from all 100 participating public entities is already underway as part of the nationwide implementation of e-GP 2.0.
