Museveni Pledges Elderly-Specific PDM, Geriatric Doctors for Every District

Officiating at the International Day of Older Persons at State House Entebbe, President Yoweri Kaguta Museveni cautioned senior citizens against land and wealth fragmentation through physical inheritance, announcing plans to tailor an affirmative Parish Development Model package for the elderly post-AFCON commitments alongside state funding for specialized geriatric doctors in every district.

President Yoweri Kaguta Museveni has urged senior citizens across Uganda to embrace modern wealth preservation practices, cautioning against the physical subdivision of family land and productive assets among beneficiaries.

Speaking on Thursday, October 1, 2026, while officiating at national celebrations marking the International Day of Older Persons at State House, Entebbe, President Museveni highlighted that physical land fragmentation remains one of the largest threats to sustainable rural family wealth and agricultural productivity.

The President observed that many aging heads of households dismantle functional economic units by dividing farmland and properties among their children, rather than establishing modern inheritance structures such as family trusts and shareholding arrangements where children inherit equity rather than physical parcels.

President Museveni outlined a dual approach to senior welfare: safeguarding the assets of established elders while helping vulnerable older persons build sustainable livelihoods through targeted state interventions.

In a key policy commitment, the President revealed that the Government will formulate and rollout a customized Parish Development Model (PDM) financing window specifically tailored to the unique capacities and needs of the elderly.

He explained that the initiative will be rolled out as soon as the Government winds up heavy capital expenditures currently dedicated to hosting the 2027 Africa Cup of Nations (AFCON) alongside Kenya and Tanzania.

Addressing the rising burden of non-communicable diseases, physical vulnerability, and catastrophic out-of-pocket medical bills among seniors, President Museveni proposed direct state intervention in specialized elderly healthcare.

He indicated that the Ministry of Health and the Ministry of Public Service should initiate plans to sponsor, train, and deploy dedicated geriatricians to every district general hospital across Uganda to provide free, continuous, and specialized medical care to older citizens.

The President called on families and local leaders to uphold traditional African communal values by protecting the dignity, legal property rights, and well-being of the elderly within their respective communities.
