Uganda has urged African leaders to move beyond establishing new security frameworks and focus on the decisive implementation of existing conflict prevention and resolution mechanisms.
The Minister of Defence, Hon. Kiryowa Kiwanuka, delivered the call while representing H.E. President Yoweri Kaguta Museveni at the Extraordinary Summit on Strengthening Mechanisms for Conflict Prevention and Resolution in Luanda.
Minister Kiwanuka conveyed President Museveni’s greetings and reaffirmed Uganda’s commitment to continental stability under the African Union (AU) Agenda 2063.
The minister observed that terrorism, foreign interference, climate insecurity, youth unemployment, and forced displacement continue to complicate Africa's security environment.
He emphasized that institutional paralysis and weak political ownership remain the primary obstacles to continental peace.
Uganda outlined four key strategic priorities: strengthening institutional coherence, turning early warning indicators into rapid operational responses, securing sustainable peacekeeping funds, and operationalizing continental humanitarian agencies.
The delegation pressed the AU Commission to harmonize operations among its core departments, Regional Economic Communities (RECs), and Regional Mechanisms.
Minister Kiwanuka called for the rapid completion of the AU Trigger Model and Threat Assessment Tool to accelerate continental responses to emerging security threats.
On operational financing, Uganda urged the United Nations Security Council to fully operationalize Resolution 2719 (2023) through assessed contributions while mobilizing resources for the AU Peace Fund.
The minister also called on member states to eliminate logistical bottlenecks hindering the deployment capability of the African Standby Force.
He reaffirmed Uganda’s operational readiness to host the African Humanitarian Agency headquarters in Kampala.
Minister Kiwanuka concluded by stressing that regular performance audits and rigorous accountability will determine the ultimate impact of the Luanda Action Plan.
