Uganda has engaged its diaspora in Japan to shape a new National Diaspora Policy, targeting investment, skills transfer, and stronger global partnerships for inclusive development.

The Government of Uganda has stepped up efforts to harness diaspora contributions, engaging Ugandans in Japan in consultations to shape a National Diaspora Policy aimed at driving inclusive development.

The outreach, organized by the Diaspora Services Department in collaboration with the Embassy of Uganda in Tokyo, took place on March 29, 2026, at TKP Garden City Chiba. It forms part of a broader global initiative to align diaspora input with Uganda’s socio-economic transformation agenda.

The meeting brought together Ugandan professionals, students, and entrepreneurs based in Japan. Officials used the platform to gather views on how the policy can better support diaspora participation in national development.

Leading the delegation, Ambassador J. M. Muhindo said the policy will institutionalize diaspora engagement in key sectors such as investment, skills transfer, and innovation.

He said government plans to conduct a comprehensive skills-mapping exercise to identify expertise within the diaspora and link it to national development priorities.

Ambassador Muhindo urged Ugandans in Japan to register with the embassy to improve coordination and service delivery. He said accurate data will strengthen consular support and enhance collaboration with government institutions.

He also called for stronger unity within the diaspora, noting that organized communities in other countries have successfully leveraged economic and professional opportunities.

In her remarks, Tophace Kaahwa reaffirmed the embassy’s commitment to supporting Ugandans in Japan. She said the mission is promoting Uganda as a destination for trade, investment, and tourism in the Japanese market.

She added that the diaspora plays a critical role in strengthening bilateral relations and creating market linkages between Uganda and Japan.

Participants shared proposals to guide the policy drafting process. They emphasized the need for a framework that reflects the realities and aspirations of Ugandans living abroad.

The meeting resolved to institutionalize regular diaspora engagements in Japan. Participants proposed an annual Uganda Diaspora Convention to be held on a rotational basis across major cities.

Officials said the hybrid format of the consultation enabled wider participation, allowing members to contribute both physically and virtually.

The Japan engagement marks a key milestone in Uganda’s inclusive policy development approach, positioning the diaspora as a strategic partner in national growth.
