Musinguzi Hails Taxpayers as URA Surpasses 2024/25 Revenue Target

The Uganda Revenue Authority (URA) closed the 2024/25 financial year with record collections of Shs 31.63 trillion, beating its target by Shs 262 billion.

Commissioner General John Musinguzi Rujoki credited the performance to “a strong economy, smarter collection tools, and loyal taxpayers.” He told reporters, “We’re excited to announce URA beat its target by over Shs 262 billion. This is thanks to our hardworking team, government support, and honest taxpayers.”

Where the money came from

  • Domestic taxes: Shs 21.25 trillion, up 15.59 percent year‑on‑year.
  • International trade taxes: Shs 11.1 trillion, up 16.23 percent.

Total collections grew by Shs 4.3 trillion, a 15.86‑percent rise over last year, mirroring Uganda’s 6.7‑percent economic expansion driven by services and industry.

For 2025/26, URA has been tasked to mobilise Shs 36.74 trillion, a 17‑percent jump. Musinguzi said the authority will lean on:

  • Wider use of the Electronic Fiscal Receipting and Invoicing System (EFRIS),
  • Tighter border controls, and
  • Intensified taxpayer education.

He added, “With better technology, stronger enforcement, and continued public support, we will hit—or even surpass—this new goal.”

Tech‑powered strategy

URA plans to deploy artificial intelligence, advanced data analytics, and real‑time monitoring to widen the tax net and curb evasion. The agency says the reforms will safeguard revenue and fund key public services.
