Rusoke Kituuma Replaces Fred Enanga as Police Spokesperson

Assistant Commissioner of Police (ACP) Rusoke Kituuma has been appointed as the new police spokesman, taking over from Senior Superintendent of Police (SCP) Fred Enanga, who now serves as the deputy director for Interpol.

Prior to this appointment by the Inspector General of Police (IGP) Abbas Byakagaba, Kituuma was a member of the Police Council, a role he assumed in 2023.

Kituuma, who holds a Master of Arts in Peace and Conflict Studies, has an extensive background in law enforcement. He has served as the Regional Police Commander (RPC) for both East Kyoga and Busoga East, managed security and enforcement at Kampala Capital City Authority (KCCA), and was the Regional Police Commander for the Rwizi Region.

In addition to his master's degree, Kituuma earned a Bachelor of Arts in Social Sciences from Makerere University in 2004 and holds a certificate in Institutional Leadership and Management from Uganda Management Institute.

Fred Enanga, whom Kituuma has replaced, was first appointed as police spokesman in 2014, before being succeeded by Assistant Inspector General of Police (AIGP) Andrew Felix Kaweesi in 2016. At the time of his appointment, Enanga succeeded Judith Nabakooba, who is now the Minister of Lands, Housing, and Urban Development.

Following the tragic murder of Kaweesi, AIGP Asan Kasingye, then director of Interpol, was appointed as the police spokesman. He was later replaced by Emillian Kayima by IGP Kale Kayihura. Enanga returned to the role in 2019 after being reappointed by John Martins Okoth Ochola, who has recently retired as IGP.
