Museveni Fires KCCA Executive Director over Kiteezi Landfill Disaster Negligence

President Yoweri Museveni has dismissed top Kampala Capital City Authority (KCCA) officials, including Executive Director Dorothy Kisaka, following investigations into the Kiteezi Landfill disaster.

In a statement released on Tuesday, September 24, the Presidency confirmed that the dismissals came after an Inspector General of Government (IGG) report revealed significant criminal negligence by the officials. The sacked officials include Engineer David Luyimbazi, the Deputy Executive Director, and Dr. Daniel Okello, the Director of Public Health.

The President invoked his powers under Article 172 (1)(a) of the 1995 Constitution to take action in the public interest. In addition to the dismissals, Museveni has instructed the Criminal Investigations Department (CID) to further investigate the matter, focusing on the criminal negligence associated with the disaster.

To maintain continuity, the Public Service Commission has been directed to advertise the vacant positions, with new appointments expected within three months. In the interim, the Minister for Kampala has been tasked with recommending temporary appointments to ensure KCCA operations are not disrupted.

The statement reiterated the President's commitment to upholding accountability and maintaining high governance standards for the benefit of the public.
