The National Resistance Movement (NRM) Parliamentary Caucus has endorsed Hon. Jacob Oboth-Oboth and Rt. Hon. Thomas Tayebwa as its sole candidates for Speaker and Deputy Speaker of the 12th Parliament.
President Yoweri Kaguta Museveni chaired the high-level ruling party caucus meeting on Sunday evening at State House Entebbe. The development follows a strategic recommendation by the party’s Central Executive Committee (CEC), which traditionally decides the legislative leadership lineup.
With the NRM holding a commanding majority in the house, the caucus endorsement practically secures the victory for both candidates. Attention now shifts to Kololo Independence Grounds today, where lawmakers will cast their formal votes during the inaugural session of the 12th Parliament.
President Museveni congratulated the nominees and reminded the newly elected legislators to reject sectarian politics. He stated that the party has consistently fought against political mobilization based on identity, religion, tribe, or gender. The President emphasized that leadership positions must serve as vehicles for national development rather than personal advancement.
“When choosing leaders, we must first ask what needs to be done for the people before asking who should do it,” President Museveni stated.

The President urged the lawmakers to prioritize legislation that accelerates grassroots wealth creation across the country. He noted that the government remains fully focused on driving socio-economic transformation through targeted state interventions. Museveni identified commercial agriculture, the service sector, artisanship, and information and communications technology (ICT) as the four pillars of national productivity.
“Politics must reject identity, religion, tribalism and gender chauvinism, and instead focus on solving people’s problems,” the President added.

Hon. Jacob Oboth-Oboth is a professional lawyer and a long-serving legislator representing West Budama Central. His candidacy gained initial momentum after receiving an endorsement from the Patriotic League of Uganda (PLU), a civic organization chaired by the Chief of Defence Forces, Gen. Muhoozi Kainerugaba.
The PLU similarly backed Rt. Hon. Thomas Tayebwa, who has served as Deputy Speaker since 2022 following the death of former Speaker Jacob Oulanyah.
