When President Museveni announced the latest cabinet, many noticed that Hon. Kabanda, General Secretary of the Patriotic League of Uganda (PLU), was not appointed.
Speculation mounted, but the PLU chairman Gen Muhoozi Kainerugaba has quickly set the record straight. Gen Kainerugaba who is also the Chief of Defence Forces explained that Kabanda already holds a position far more important than any ministerial post: leading the PLU to organise and mobilise millions of young Ugandans.
"Kabanda will get a ministerial job when Todwong gets one," the General said, referring to Richard Todwong, the NRM Secretary General who has held a powerful party role for years without a cabinet portfolio. The implication is clear—party organisation trumps government titles.
Gen Kainerugaba emphasised that PLU does not chase government jobs. "Our primary interest is the transformation of our country and people," he stated, underscoring the organisation's ideological focus over personal ambition.
The Patriotic League of Uganda has grown rapidly as a grassroots mobilisation structure supporting Gen Muhoozi's vision. With millions of young members across the country, PLU's influence now rivals traditional political structures.
For Hon. Kabanda, remaining at the helm of this growing grassroots movement is far from a consolation prize. As Gen Kainerugaba sees it, shaping the future of Uganda's youth is a duty that outweighs any cabinet position.
