President Yoweri Kaguta Museveni will deliver the State of the Nation Address to Parliament this afternoon, marking the official commencement of the first session of the new legislative term.
The event will take place at the Kololo Ceremonial Grounds starting at 2:00 p.m.. Article 101 (1) of the Constitution of the Republic of Uganda legally mandates the address, requiring the Head of State to brief the legislature on national progress at the start of every parliamentary session.
The specific address serves as the foundational speech for the current political term of both the President and the 12th Parliament. Due to recent health anxieties, the public will primarily access the proceedings through virtual networks.
There will be restricted physical attendance at the Kololo grounds to Members of Parliament, essential legislative staff, and a small group of invited dignitaries. The stringent crowd limits follow emergency health guidelines implemented by the state to prevent the cross-border spread of Ebola.
To compensate for the restricted access, the government has arranged for nationwide coverage across various media networks. Major television channels, regional radio stations, and digital streaming outlets will broadcast the entire executive briefing live to ensure public participation.
The President used his official digital platforms to rally citizens, particularly the youth, to tune in to the mid-afternoon broadcast. The address is highly expected to outline major policy interventions regarding economic monetization, infrastructure development, and regional health security. Analysts expect the President to issue further directives on containment measures for the ongoing border health crisis.
