State House Launches New Strategy to Strengthen Integrity, Service Delivery

The government has launched the State House Strategic Development Plan, Client Charter, and Service Delivery Standards at the Sheraton Kampala Hotel. Presided over by Hon. Santa Sandra Alum Ogwang on behalf of Minister Babirye Milly Babalanda, the newly unveiled regulatory framework introduces stricter accountability mechanisms to align State House operations with President Museveni’s anti-corruption directives.

State House has launched its Strategic Development Plan, Client Charter, and Service Delivery Standards, signaling a major institutional shift toward stricter financial accountability and improved public service.

The three strategic policy documents were officially unveiled on Tuesday at the Sheraton Kampala Hotel.

The Minister of State for Economic Monitoring, Hon. Santa Sandra Alum Ogwang, presided over the launch ceremony on behalf of the Minister for the Presidency, Hon. Babirye Milly Babalanda.

Hon. Ogwang commended the State House staff for maintaining high professional standards while executing their duties during the recently concluded General Elections.

The minister note that the institution faces an immense workload as the country transitions into implementing the 2026–2031 National Resistance Movement (NRM) Manifesto alongside the Fourth National Development Plan (NDP IV).

“Our national commitment is to achieve higher household incomes, full monetization of the economy and employment for sustainable socio-economic transformation,” Hon. Ogwang stated.

The minister reminded the civil servants of President Yoweri Kaguta Museveni’s recent directive that the current governance term would tolerate "no more sleep and no more corruption."

The policy shift aims to align public institutions with Uganda's ambitious Tenfold Growth Strategy, which targets expanding the national economy from USD 50 billion to USD 500 billion by 2040.

Hon. Ogwang stressed that the strategic documents must serve as practical tools for field operations rather than gather dust on office shelves.

The State House Comptroller, Ms. Jane Barekye, described the newly minted framework as the culmination of an intensive and consultative institutional process.

Ms. Barekye explained that the Strategic Development Plan establishes a comprehensive blueprint for long-term resource allocation, organizational growth, and performance management.

She noted that the Client Charter and Service Delivery Standards will actively reinforce transparency, continuous improvement, and civil accountability.

The Head of Human Resource Management at State House, Mr. Benon Twinobusingye, welcomed the development, describing it as a clear roadmap for achieving the institution's strategic objectives.

The Acting Commissioner for Public Service Inspection, Mr. Fred Ojok, attended the launch on behalf of the Permanent Secretary of the Ministry of Public Service.

Mr. Ojok praised the collaborative planning efforts undertaken between State House, the Ministry of Public Service, and the National Planning Authority.

The sweeping administrative reforms are expected to fully harmonize State House operations with Uganda's broader, citizen-centered national development priorities.
