Maj Gen James Birungi, Uganda's Chief of Defence Intelligence and Security, has emphasized the importance of adaptability in military service, cautioning that complacency in routine tasks can lead to operational risks. Speaking during a handover ceremony for the Assistant Chief of Defence Intelligence and Security (ACDIS) – Defence Engagement and International Affairs office, Birungi stressed that flexibility and preparedness are essential for military success in today’s unpredictable and rapidly changing environments.
He highlighted that military personnel should not assume stability in their duties. The ceremony, held at the Ministry of Defence and Veteran Affairs Headquarters in Mbuya, marked the transition of leadership as Col Naboth Mwesigwa handed over to Col Paddy Ankunda.
“No one should assume that routine duties remain stable. The dynamic nature of military service requires constant adaptability,” Maj Gen Birungi remarked, urging the military to stay prepared for evolving challenges.
He commended Col Mwesigwa for his leadership and integrity during his time in office, noting that his practical approach had yielded significant results. “Your leadership and dedication have left a positive mark, and I thank you for your service,” Maj Gen Birungi said.
Col Mwesigwa, in his farewell speech, expressed gratitude to President Yoweri Museveni and the UPDF leadership for their continuous guidance throughout his career. He also acknowledged the teamwork and support of the Protocol team, which played a crucial role during his tenure.
Col Paddy Ankunda, the incoming Assistant Chief of Defence Intelligence, expressed his appreciation for the trust placed in him and pledged to meet the demands of his new role. “I am honored by the confidence the leadership has in me, and I will strive to uphold the values of this office,” Col Ankunda said, adding that he was confident in his ability to succeed, drawing on his experience as Head of Protocol.
The event was attended by key military figures, including Brig Gen Abdul Rugumayo, Deputy Chief of Defence Intelligence, Brig Gen Julius Mbeine, and several senior and junior officers.
The ceremony concluded with a reminder of the importance of leadership transitions in ensuring the continuity of military service and strengthening the UPDF’s mission.
