Uganda Approves New Public Finance Reform Strategy to Improve Service Delivery

The Ministry of Finance, Planning and Economic Development has approved a new Public Financial Management Reform Strategy (PFMRS) for the period 2025–2030, aimed at improving service delivery and accelerating economic growth.

This decision was reached during the 57th Public Expenditure Management Committee (PEMCOM) meeting held on Tuesday and chaired by the Deputy Secretary to the Treasury, Patrick Ocailap.

Ocailap emphasized the evolving nature of Uganda’s public finance reform efforts and expressed optimism about the continued engagement of development partners.
“I wish to observe that the PFM reform dialogue framework continues to evolve, and I am glad to note that our partners are responding positively to the effort,” he said.

The new strategy seeks to strengthen public financial management systems by promoting transparency, accountability, and effective resource utilization. Special emphasis has been placed on integrating climate resilience into public planning and implementation processes.

Uganda has been undertaking public financial management reforms since the 1980s to enhance transparency and accountability in the use of public resources.

Representing development partners, Philips Smith, the Co-Chair of the PEMCOM and Head of Development Cooperation at the British High Commission, pledged support for the new strategy.
“We look forward to working closely with the World Bank and other partners to ensure that the new PFM strategy is effectively implemented,” Smith said.

Development partners commended the Government of Uganda—especially the Ministry of Finance—for its consistent commitment to reforming and strengthening financial systems for better public service outcomes.
