President Yoweri Kaguta Museveni has started his tour to measure the impact of the Parish Development Model (PDM) in Wakiso District, Uganda’s most populous region.

The district has already received Shs 30.7 billion, reaching 31,952 households across 147 parishes. Museveni said Wakiso’s sheer scale—more than 3.4 million residents—makes it “a critical test of how far the PDM can lift people out of poverty.”

Museveni began the audit at Kagoma A Village in Maganjo, visiting Kagoma United Fabricators SACCO and Skilling Centre, a project he launched in 2018 to train youth in metalwork, plumbing, and mechanics.

“I am happy to see that what we started is doing well, and you know how to use the machines very well,” the President told artisans as he toured the workshops with State House Comptroller Jane Barekye.

SACCO leader Edward Tebandeke reported that many members have moved from joblessness to steady incomes by turning scrap metal into household fixtures and farming tools.

Museveni urged local officials to keep the program clean: “Leaders must remain accountable and ensure PDM funds reach the intended beneficiaries.”

Why Wakiso matters

The district straddles four municipalities—Entebbe, Nansana, Kira, and Makindye‑Ssabagabo—plus extensive rural zones. Its mix of urban and agrarian households makes it a barometer for whether PDM can bridge Uganda’s wealth gap.

The President will visit more SACCOs this week before mapping fresh support, including additional seed money for well‑run groups.
