National Resistance Army (NRA) war veterans in the Greater Luwero region have launched an endorsement signature drive supporting the Chief of Defence Forces (CDF), Gen. Muhoozi Kainerugaba, for his 2031 presidential campaign.
The mobilization event brought together military veterans, government ministers, and Members of Parliament to officially open the registration process in the region. The exercise aligns Greater Luwero with a broader political campaign led by the Patriotic League of Uganda (PLU), a civic organization chaired by Gen. Kainerugaba aiming to collect 20 million of citizen signatures across 146 districts.
This regional initiative follows a formal declaration in August by Hon. Daudi Kabanda, Head of the Office of the PLU National Chairman. Kabanda, who represents Kasambya County in Parliament, announced the General’s plan to run for the presidency in the 2031 general elections and noted that the early mobilization strategy received approval from President Yoweri Museveni.
The Greater Luwero drive is part of a growing movement among security veterans and historical groups organizing for the 2031 transition. Earlier in September 2026, former commanders of the Arrow Boys auxiliary forces in the Teso region met at the PLU secretariat to voice their support and set up village-level signature collection teams. Local leaders in Kampala have also recently passed endorsement resolutions.
As the PLU builds grassroots political structures and registers supporters nationwide, organizers emphasize that the current focus is on organizing structural foundations ahead of the campaign.
