Health ministry clarifies Arua doctor’s employment status

The Ministry of Health has said Dr Robert Candia remains on duty at Arua Regional Referral Hospital, clarifying that he has not been suspended.

In a statement dated October 16, 2026, Health ministry Permanent Secretary Dr Diana Atwine said any disciplinary action against a public officer must follow established procedures.

“The Ministry of Health clarifies that Dr. Robert Candia of Arua Regional Referral Hospital has not been suspended and continues to perform his duties,” the statement reads.

The clarification addresses questions over Candia’s employment status. It confirms that he continues to work, rather than announcing his reinstatement after a suspension.

Atwine stressed that government rules govern disciplinary matters involving public servants.

“Government of Uganda has established procedures for handling disciplinary matters and any such action must follow the applicable public service procedures,” she said.

She urged health professionals to maintain professional standards and focus on providing uninterrupted care to patients across the country.

Atwine also pledged continued engagement with health workers while enforcing accountability and protecting the quality of patient care.
