Kyankwanzi Retreat Lessons to Inform NWSC Service Delivery

Lessons from a weeklong leadership retreat for heads of government agencies will inform how the National Water and Sewerage Corporation (NWSC) delivers services, the utility’s managing director said Wednesday.
 
The managing director, Dr Silver Mugisha, is among board chairpersons and chief executives attending the Public Sector Institutions Leadership Retreat at the National Leadership Institute in Kyankwanzi. The retreat opened Sunday and ends Friday.
 
He said the insights and strategies gained would help NWSC improve its water and sewerage service delivery systems, make infrastructure development more efficient and give the public better value.
 
“NWSC’s participation reflects its commitment to continuous improvement, institutional governance and alignment with national development goals,” Dr Mugisha said.
 
The retreat, themed “From Governance to Impact,” is organised by the Civil Service College Uganda and the Public Sector Chairpersons’ Forum. The forum was launched at the Office of the President in October 2024 to give chairpersons of public bodies a common platform on strategic oversight and governance.

Dr Mugisha said the training aims to strengthen the ability of boards and chief executives to provide strategic leadership, effective governance, disciplined execution and clear accountability.
 
Participants are expected to identify the main challenges, constraints and contradictions in public sector service delivery and agree on national priorities that can change the direction of the public service, he said. They are also tasked with addressing lapses in performance management and accountability, and committing to strategies that produce measurable institutional and national results.
 
Sessions led by policy experts and government ministers cover aligning institutions’ work with Uganda’s fourth National Development Plan and its Tenfold Growth Strategy, according to Dr Mugisha. Other sessions deal with relations between boards and management, modern board practice, climate-setting guidelines and leadership in a shifting economic environment.
 
The Tenfold Growth Strategy aims to expand Uganda’s economy from nearly $50 billion in 2023 to $500 billion by 2040.
 
The Kyankwanzi meeting follows a similar weeklong retreat at the institute in July 2024, when ministers and permanent secretaries examined performance problems in the public service and their causes, with the aim of improving service delivery.
