Parliament has granted Nakut Faith Loru Chuna, the Member of Parliament for Napak District and Treasurer of the NRM Parliamentary Caucus, leave to introduce a Private Member’s Bill aimed at regulating state funding for political parties.

The proposed legislation, titled The Political Parties and Organisations (Amendment) Bill, seeks to amend the current Political Parties and Organisations Act, Cap. 178. The Bill’s main objective is to streamline the allocation of government funds and public resources to political parties.

Nakut explained that the amendment will restrict state funding to only parties that are members of the National Consultative Forum (NCF), a measure she says will promote accountability and structured political participation.

“This Bill seeks to ensure that government support is given to entities that are operating within the recognized frameworks of consultation and dialogue,” she said.

The proposed amendment also aims to formally recognize the Inter-Party Organisation for Dialogue (IPOD) and the Forum for Non-Represented Political Parties and Organisations as formal structures under the NCF. According to Nakut, these reforms will foster inclusivity and better coordination among political actors.

The move sets the stage for a potentially vigorous debate on how public funds should be used in support of political activities and the broader implications for Uganda’s multiparty democratic system.
