UPDF MPs Assigned to Key Parliamentary Committees

Parliament has assigned the 10 Uganda Peoples’ Defence Forces representatives in the 12th Parliament to standing and sectoral committees.

Brig Gen David Gonyi, the Chief of Staff of the Uganda Peoples’ Defence Air Force and whip of the UPDF representatives in Parliament, announced the appointments during the sixth sitting of Parliament on July 7, 2026.

He presented the members assigned to each committee. Most committees have a majority of National Resistance Movement MPs and a smaller number of opposition legislators.

Committees handle much of Parliament’s oversight, budgeting and law-making work.

Standing committees remain in place throughout the parliamentary term. Parliament reconstitutes them halfway through the term. They oversee public institutions, conduct investigations and support the administration of the House.

Sectoral committees follow the structure of government ministries. Parliament reconstitutes them at the start of each session. Each committee has about 30 members and examines budgets and Bills in its assigned sector.

Maj Gen Henry Matsiko joined the Public Accounts Committee, while Brig Gen David Gonyi was assigned to the Business Committee.

Lt Gen James Mugira joined the Committee on National Economy. Maj Gen James Kinalwa was appointed to the Appointments Committee and the Committee on HIV/Aids and Related Matters.

Col Night Ikiriza joined the Equal Opportunities Committee.

Lt Gen Sam Kavuma was appointed to the Committee on Commissions, Statutory Authorities and State Enterprises, while Lt Gen Sam Okiding joined the Public Accounts Committee on Local Government.

Col Christine Nekesa joined the Human Rights Committee. Maj Gen Joseph Ssemwanga was assigned to the Climate Change Committee, while Col Sylvia Meeme joined the Science, Technology and Innovation Committee.

Under the sectoral committee assignments, Lt Gen Kavuma joined the Committee on Agriculture, Animal Industry and Fisheries.

Maj Gen Kinalwa was assigned to Tourism, Trade and Industry, while Col Nekesa joined the Health Committee.

Maj Gen Matsiko joined Education and Sports. Lt Gen Okiding was appointed to the Physical Infrastructure Committee.

Lt Gen Mugira joined Legal and Parliamentary Affairs, while Col Meeme was assigned to Environment and Natural Resources.

Col Ikiriza joined the Presidential Affairs Committee. Brig Gen Gonyi was appointed to Foreign Affairs, while Maj Gen Ssemwanga joined Defence and Internal Affairs.

The UPDF representatives did not receive positions on several committees.

These include the committees on Rules, Privileges and Discipline; Budget; Government Assurance and Implementation; Subsidiary Legislation; Gender, Labour and Social Development; and Lands, Housing and Urban Development.

They were also left out of the committees on Public Service and Local Government; Finance, Planning and Economic Development; ICT and National Guidance; and East African Community Affairs.

Parliament uses committees to examine Bills, budgets and government programmes before matters return to the full House.
