The Chief of Defence Forces and Senior Presidential Advisor on Special Operations, Gen Muhoozi Kainerugaba has lauded Parliament's passing of the Uganda People's Defence Forces (Amendment) Bill, 2025, describing it as a pivotal step in strengthening the nation's military framework.
In a statement issued on his X platform, the CDF declared: "I want to congratulate the Speaker of Parliament, the Attorney General, the Minister of Defence, the Chief Whip of NRM and all NRM MPs for passing the amended UPDF bill. Today, you proved you are fearless patriots! Uganda will remember your courage and commitment. God bless you all."
The legislation, now awaiting presidential assent, introduces comprehensive reforms to modernize the structure and operations of Uganda's armed forces.
The amendments specifically clarify critical aspects of military justice including service offences, courts-martial procedures, military court operations, and reserve force regulations, bringing them into full alignment with constitutional provisions.
Defence Minister Jacob Oboth-Oboth, who presented the bill to Parliament, emphasized its timely importance: "These reforms address contemporary security needs while reinforcing discipline and legal clarity within our forces. This is about ensuring our military remains effective, accountable, and constitutionally compliant."
Security experts have welcomed the amendments, noting they will streamline military justice administration and enhance operational readiness.
The bill's passage follows extensive consultations between defence officials, legal experts, and parliamentary committees.
Implementation of the new provisions is expected to commence immediately after President Museveni's endorsement.
