Fake 'General Isa' Arrested for Defrauding Foreign Investors

Security agencies have arrested a man posing as a Uganda People’s Defence Forces (UPDF) general for allegedly defrauding several foreign investors of billions of shillings.

The suspect, known by the alias “General Isa,” has reportedly been operating a wide-ranging fraud scheme, targeting foreign nationals by impersonating a high-ranking UPDF officer. His arrest follows months of surveillance and complaints from victims who lost substantial sums in fake investment deals.

Chris Magezi, the Director of Information and Communications at the Office of the Senior Presidential Advisor on Special Operations (SPA/SO), confirmed the arrest on social media.

“Fraud alert: the public is hereby informed that the notorious conman here below who calls himself 'General Isa' has been arrested by the security services,” Magezi posted on X (formerly Twitter).
“He has scammed many foreign investors of billions of shillings by pretending to be a UPDF General. He will be prosecuted in the courts of law accordingly.”

Authorities have not yet disclosed the real identity of the suspect or the exact number of victims, but sources within security circles say investigations are ongoing to establish the full extent of the fraud network.

The UPDF and other government agencies have repeatedly warned the public, especially foreign investors, to verify the identities of individuals claiming to represent official institutions. Security officials have urged anyone who may have fallen victim to this con scheme to report to the relevant authorities for assistance and further investigation.

The arrest of “General Isa” is being seen as a significant step toward curbing high-profile impersonation and financial crimes in Uganda. More details are expected to emerge as the case proceeds through the courts.
