The National Information Technology Authority – Uganda (NITA-U) has launched a new strategy aimed at accelerating the adoption of digital services across government institutions.

During a high-level validation workshop held on August 1, 2025, NITA-U engaged Ministries, Departments, and Agencies (MDAs) to endorse the Change Management, Marketing, and Public Relations Strategy. The strategy is part of Uganda’s Digital Acceleration Program and aims to promote consistent engagement, streamlined communication, and increased stakeholder involvement in e-government services.

“We are not just launching systems; we are transforming how government works,” said Dr. Hatwib Mugasa, Executive Director of NITA-U. “This strategy will ensure we engage consistently, communicate clearly, and support our stakeholders at every level of digital service implementation.”

Dr. Mugasa also noted that the plan includes a detailed roadmap running from 2025 to 2026, with a long-term vision extending to 2030. It is aligned with Uganda’s National Development Plan III and the broader goals outlined in the Digital Uganda Vision.

A core feature of the strategy is the introduction of Change Management Champions, including NITA-U Account Managers assigned to each MDA and internal Change Agents to be trained within individual institutions. These roles will lead change processes and ensure ownership of digital transitions across the public sector.

The workshop further emphasized five key national platforms central to Uganda’s e-governance agenda:

  • UG-HUB – A secure integration platform for seamless data exchange across MDAs.
  • UGPass – A unified digital ID that allows citizens to securely access various e-services.
  • UMCS (Unified Messaging and Collaboration System) – A government-wide platform offering secure email and communication services.

This effort underscores NITA-U’s commitment to strengthening digital governance and transforming service delivery across Uganda’s public sector.
