New UPDF Headquarters Nears Completion as Construction Hits Over 75% Mark

Speaking to this publication, lead engineer Lt Col Robert Chabo confirmed that construction is on track and currently stands at over 75% completion.

The new state-of-the-art Ministry of Defence and Veteran Affairs (MODVA) headquarters is now visible from several angles as you drive near Mbuya Hill, with the structure clearly set to redefine the area's skyline.

The twin-tower complex, valued at UGX 94 billion, is steadily taking shape as one of Uganda's most ambitious government infrastructure undertakings.

Speaking to this publication, lead engineer Lt Col Robert Chabo confirmed that construction is on track and currently stands at over 75% completion.

He noted that as of May 2026, the buildings have already reached the fifth and final level, with only finishing works ongoing, along with the installation of technology and other facilities.

Gen. Muhoozi Kainerugaba, the Chief of Defence Forces (CDF), has been instrumental in pushing the project forward. During an inspection tour of the site on September 4, 2025, the CDF directed the UPDF Engineers Brigade to complete the two buildings within the next eleven months. At the time of the inspection, the project was about 50% complete, and Gen. Kainerugaba was given assurances that it would be ready for occupation on schedule.

"It is of strategic importance that MoDVA headquarters are accommodated in a modern and comfortable setting. This directly contributes to the operational efficiency, coordination, and capabilities of the UPDF," Gen. Kainerugaba said during the August 2024 groundbreaking ceremony. "Our new headquarters will incorporate the latest technology and infrastructure to support a modern defence strategy."

Lt Col Chabo emphasized that the team is working around the clock to ensure timely delivery, adding that the CDF has given steadfast support to help the team meet the deadline. Once completed, the headquarters will serve as a central hub for defence and veteran affairs administration, underscoring the UPDF's commitment to modernization and improved service delivery.
