Museveni Challenges Cabinet to Move Households into Money Economy

Museveni has challenged the new Cabinet to prioritise wealth creation and move Ugandans from subsistence production into the money economy.

President Yoweri Museveni has urged members of the newly appointed Cabinet to focus on wealth creation and socio-economic transformation as the measure of their leadership.

The President made the remarks on June 15, 2026 while opening the Cabinet Induction Retreat at the National Leadership Institute (NALI) in Kyankwanzi.

According to Museveni, the historical mission of the ruling National Resistance Movement (NRM) and post-independence African leaders is to transform societies economically and move citizens out of subsistence production.

“We cannot continue to have people trapped in subsistence production,” Museveni said.

He told ministers that government must continue pushing households into the money economy through commercial agriculture, manufacturing, services and information and communication technology (ICT).

The retreat comes as the new Cabinet begins work following recent appointments and reshuffles aimed at implementing government programmes and advancing Uganda’s development agenda.

Museveni said leaders must guide citizens towards wealth creation, value addition and prosperity.

He added that Uganda should build a strong middle class and a skilled working class capable of driving economic growth.

“We must build a middle class and a skilled working class. That is the benchmark by which leadership should be judged,” he said.

The Cabinet retreat is being held under the theme: “Leading Government with Integrity, Discipline, and Results; Delivering Uganda to Upper Middle Income Status.”

The meeting is expected to align ministers on government priorities, improve policy coordination and strengthen service delivery as Uganda pursues its long-term development goals.
