Rwanda, Uganda MOU: Sam Kuteesa to Lead Delegation to Kigali

A meeting of the Ad Hoc Commission for the implementation of the Memorandum of Understanding (MOU) signed between Rwanda and Uganda will convene next Monday in Rwanda’s capital Kigali.

A statement by government Spokesperson Ofwono Opondo indicates that Foreign Affairs Minister Sam Kahamba Kuteesa will lead the Ugandan delegation to the meeting. On August 21, during a regional summit held in Angola’s capital Luanda, an MoU was signed by Presidents, Yoweri Museveni and Paul Kagame in an effort to harmonize relations between Uganda and Rwanda. The deal was reached under the mediation of the Heads of State of Angola, João Lourenço, and of DR Congo, Félix Tshisekedi.

“The MOU provided for the establishment of an Ad Hoc Commission for the implementation of the Memorandum of Understanding. A meeting for the Ad Hoc Commission will be held in Kigali, Rwanda on Monday 16th September 2019,” Ofwondo Opondo said in a press statement issued on Thursday.

In February this year, Rwanda closed its border with Uganda at Katuna with the country claiming Uganda was harassing its citizens. It also accused Uganda of hosting the Kigali dissidents, accusations Uganda has vehemently denied.

After signing of the Angola pact, Rwanda’s President  Paul Kagame accepted to reopen the border, whose months of closure much affected Rwandese that derived livelihood from Uganda.
