President Yoweri Kaguta Museveni has invited Egyptian investors to explore opportunities in Uganda, emphasizing the country’s readiness to collaborate on projects that drive practical development. Speaking during his three-day working state visit to Cairo, Egypt, Museveni expressed confidence in partnerships that spur economic growth.

Upon arrival at Cairo International Airport on August 11, 2025, the President proceeded to Al-Qubbah Palace, where he met with groups of Egyptian investors led by H.E. Ambassador Mohamed El-Hamzawi.

Orascom Construction representatives, Tamer Shafik and Gamal Farid, presented innovative proposals to ease Kampala’s chronic traffic congestion. Their ideas include modern transport systems such as light rail, elevated mono-rail, and underground metro lines.

Recalling his first visit to Cairo in 1969, President Museveni acknowledged the traffic challenges and welcomed the solutions. “You are most welcome. Come to Uganda and we will discuss,” he said. He added, “We are losing a lot of money in fuel in traffic without moving and poisoning the environment. The impact is not good, damaging the roads.”

Moustafa El Gendy, Vice President and Chief Advisor to the President of the Pan-African Parliament and President of Eugenie Investment Group, outlined Egypt’s travellers’ insurance system. Under this plan, Egyptians pay a one-time fee covering accidents, sickness, or repatriation for the ten-year lifespan of their passport.

President Museveni encouraged El Gendy to engage Uganda’s Foreign Affairs Ministry to propose the scheme. “This is a very good idea. Come and meet the Foreign Affairs Ministry and make your proposal,” he said.

Prof. Dr. Ashraf Mansour, Prime Founder of the German University in Cairo, expressed interest in creating a joint regional public university to serve Uganda, Kenya, and Tanzania. The President welcomed the initiative and promised further exploration.

In discussions on agriculture and industry, Mohamed MohamedKhalil El-Tahan, Chairman of El-Tahan International Food Industries, praised Uganda as East Africa’s safest country. His company produces cheese in Mbarara for export to the Middle East, Europe, and the USA.

El-Tahan expressed plans to expand operations and introduce new hot cheese products, as well as develop an agricultural and industrial city. President Museveni responded, “You come, I will give you land near Mbarara, we shall be waiting for you.” Regarding the city proposal, he said the idea would be studied further and noted that Jinja might not be suitable but other locations could be considered.

The President’s visit continues with high-level talks and bilateral meetings aimed at strengthening Uganda-Egypt relations.

Officials accompanying Museveni included Minister of Internal Affairs Maj. Gen (Rtd) Kahinda Otafiire, Minister of State for Animal Industry Lt. Col. (Rtd) Bright Rwamirama, Maj. Gen. Apollo Kasiita-Gowa, Director of Citizenship and Immigration Control, and Lt. Gen. Charles Angina, Deputy Head of Mission at the Ugandan Embassy in Cairo.
