At the 26th Coronation anniversary of Kabaka Ronald Muwenda Mutebi at Nkumba University in Wakiso District, Kyadondo East Member of Parliament Robert Kyagulanyi alias Bobi Wine attempted to make a grand entry when he arrived moments before the Kabaka and started waving at the people.

This behaviour has resurfaced at the funeral of former Uganda Human Rights Commission Chairperson, Med Kaggwa in Mpigi district on Thursday when Mr Kyagulanyi mobilised mourners to escort him to his vehicle that was parked about 400 metres from the burial grounds.

Chanting People Power slogans, the mourners followed the MP as he walked to his vehicle before they started following it.

Police officers attempted in vain to stop the group to clear the road for easy flow of traffic.

Bobi Wine who seemed to instruct his driver to drive slowly and make several stopovers as he waved at people caused a gridlock, prompting police to disperse the people that were blocking normal traffic flow.

Mr Joseph Turya, the Katonga Region Police Spokesperson, said they used tear gas to open the road, which had been blocked by Bobi Wine's actions.

Moses Ddumba, one of the mourners described Bobi Wine's behaviour as unacceptable and uncalled for.

"It is not right, it is disrespectful of the late Med Kaggwa. This was not a rally to warrant people to escort Mr Bobi Wine," said Mr Ddumba.

He added: "As a leader, Bobi Wine should know that causing a scene at a burial should be the last thing to even think about."

Kaggwa passed on Wednesday morning on his way to work.

Speaking at the funeral, Al-Haj Moses Kigongo, the vice-chairman of the National Resistance Movement, asked people who serve in public offices to be humble and accessible.

According to Mr Kigongo, Kaggwa was not aloof like most people in public offices.

Vice President Edward Kiwanuka Ssekandi who represented the President delivered Mr Museveni’s condolence message of Shillings 10m and commended the late Kaggwa for dedicating his time and effort to promote human rights at both the national and international levels.

Museveni said in his message that during Kaggwa’s tenure as Chairperson Uganda Human Rights Commission, he ably led the institution in implementing its national mandate of protecting and promoting human rights.

He noted that the late Kaggwa will be remembered as a qualified man who steered the commission to the level that made everyone proud.

“ Hon Med Kaggwa was a dedicated civil servant who always gave his best towards serving the country and he would always put his country first before self, we will  always remember him for his efforts towards promotion and protecting of human rights and steering the Uganda human rights commission to where it is now” part of the message in Museveni’s condolence read.
