Parliament has approved the reappointment of M/s Kisaka and Company Certified Public Accountants, an independent private firm to audit the Office of the Auditor General (OAG).

This follows a motion for a resolution of Parliament to appoint an auditor to audit the accounts of the OAG by backbench commissioner Robinah Nabbanja (Kakumiro district). In a motion that was seconded by fellow commissioner Peter Ogwang (Usuk County), Nabbanja says that the parliament commission used the international open bidding method to select the auditor in accordance with the PPDA Act.

Nabbanja said that Kisaka and Company will audit the OAG for the period of FY 2017/18, 2018/19 and 2019/20. Kisaka & Company was first appointed as the independent auditor on September 2017. Prior to that, OAG headed by John Muwanga had not been audited for 12years due to lack of an auditor. Kisaka & Company was to use about a billion shilling to audit OAG for the last 5years.

According to article 163 of the 1995 constitution, the accounts of the office of the Auditor-General shall be audited and reported upon by an auditor appointed by Parliament. Only firms that have not worked with OAG for the past 3 years are eligible to bid for the position of independent auditor.

Budadiri West MP Nandala Mafabi tasked the Commission to first avail the audit reports of the previous audits that were conducted.

Kira Municipality MP Ssemujju Nganda, also asked the commission to avail the details of the contract. The motion was later on passed and the private audit firm was approved.
